A new Regulation came into force in England on 1st June 2020 making it a legal requirement for all Landlords to have their rental properties electrically inspected and certified. Therefore, all private tenancy Landlords are now legally required to have an EICR carried out at their rental properties. The EICR must be repeated at the intervals recommended by the contractor who carried out the Inspection at the property. Because all properties are different, the repeat schedule will be specific to the condition of your particular installation.
Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require Private Tenancy Landlords to:
Have all new tenancies inspected and tested by a qualified approved electrician from 1st July 2020.
Existing tenancies must be inspected and tested by 1st April 2021.
All private tenancy properties must be re-inspected at the end of their term.
A copy of the EICR must be provided to both new and old tenants and to a Local Housing Authority when requested.
Remedial works identified by the Report must be carried out within 28 days from the date of the report or earlier if specified in the report.
WHAT DOES EICR (ELECTRICAL SAFETY CERTIFICATE) IN KINGSTON / RICHMOND MEAN?
EIRC is an Electrical Installation Condition Report. It was previously known as a Periodic Inspection and Test. EICR is an assessment of safety of an electrical system and shows if it complies with the latest safety regulations. Only approved Electrical Contractors are able to carry out EICR legally. Government’s Approved Registering Bodies include Stroma, NICEIC and Napit amongst others.
After an Inspection of your Property, the engineer will write a Report outlining the health of your electrical system. The EICR will indicate either a Satisfactory or an Unsatisfactory result. Unsatisfactory results will be described by codes:
Code 1 (C1): Immediate Remedial Action is Required – the installation presents danger;
Code 2 (C2): A Potentially dangerous issue has been identified which needs to be remedied as a matter of urgency;
Code F1 (F1): A Further Investigation is required without delay.
An Assessment indicated by a Code 3 (C3) suggests that Improvement is recommended but it is not urgent.
EICR is an Inspection and Test of various parts of an Electrical system including but not limited to consumer units (fuse boards), sockets and circuits. It will tell if your property’s Installation is safe or it needs to be improved. The above Regulations state that remedial works must be carried out within 28 days of the date of the Inspection or earlier if the approved contractor who carried out the EICR advises so.
Since EICR is an important document, it must be kept secure and must be shown to Local Authority upon request as well as be made available to existing or new tenants.
